How is this possible?

How was this youth created at 16yo ? Can't believe he was not found by any scouts, otherwise this is a big flaw and explains why I found just one untrained in the last 3 weeks with the scouts. Here he is:

You can create youths at whatever age you want from 15-18, so that youth was made at 16.

Is there any logical reason why you would chose to create a youth at anything other than 15?

None whatsoever - it means they miss a month of training, and have less value. The trade off for that is a few more starting stats but this is ALOT less than they would pick up with the month of training if they're any good (and if they're no good, you'd get rid any way). Absolutely not a good idea, no idea why it is even still in the game to be honest, they should just take that option away

Or improve the starting stats that it gives 5-20% more stats than existing training ground,the less the better the TF. This would make some lower TFs potentially be viable

It doesn't make sense to me why you would create youths at any age other than 15. However, as noted by the OP, he'd have been missed by most scouts who would be looking at age 15 players. And, a player with real potential, will still be a decent player even with a year of missed training.
