How am I meant to understand how good a players potential is when my scout brings back different judgements every time ? For example I have a few players who often show up as reasonable then will evaluate the same players 2 mins later to find out they’re below average - it’s really not helpful in the slightest

Well, I'm no expert on Scouts as I don't use them, but, it can't help that your scout has only 17 ability rating for assessing potential.
That may not be the whole answer, but, if you were only 17/20 in your tactical ability your team would be unlikely to win every game under your guidance ...

In order to properly and accurately measure a youth’s potential, your scout needs to have 20 for his “potential assessment”. The only scout that you have is only 17 in this category and that category is the only one that matters for assessing potential. Discipline is only a factor in how many youth that match your search requirements will show up in the report when you send your scout on a search in a country. Ability assessment is kinda pointless because you can see what a player’s stats are and you simply need to know what stats matter to that position’s requirements. And lastly, motivation only matters if you hope to potentially find some untrained youths in a country search.

In short, if you are looking to send scouts out to other countries on specific searches, then your scout needs 20/20/20 in potential assessment, motivation and discipline. If you are just scouting a specific player that is on auction by assessing their club, then the only thing that matters is 20 in potential assessment.

19 CAN work, but there are discrepancies. They will not always say the same potential for a player’s stats, but will generally be within one level of potential, so reasonable could show up as promising or ok, just like formidable could show up as promising or enormous.

And the last consideration for scouts that you will need to know is that they cannot see a player’s hidden potential. Hidden potential is a growth factor decided by the game at creation where a player could experience changes to potential. This means that a player can sometimes show a very strong start and high potential, but then hit a plateau on growth and slow down in their development and show a reduced potential. This can also happen in the other direction, where a youth may have a reasonable start, but could have an “ah ha” moment and have a higher potential. I believe it is possible that a youth may jump 2 levels in his lifetime, but I don’t think that has happened many, if any times. These changes are still rather rare, so it isn’t something you should expect to see more than 1-2% of youths in the upward direction and probably closer to 4-5% of youths in the downward direction.

That’s going to vary depending on who you ask. It’s probably best to develop your own pricing system and go from there. Sometimes you can get a player cheap, and other times you overpay. You have to take the lessons when you overpay and leave the bargains out of your evaluation. Just keep track of what you are losing money on and that will help develop your system of how much you are willing to spend. There’s plenty of managers who still don’t understand that concept and are just rather desperate to obtain a player with certain potential as if it’s some kind of status symbol, don’t get caught up in it like them.

I buy this player after 2 promising scouting reports for 7.5M first training is great, then he drops to OK scouting for 2 reports, then moves to reasonable for 4 reports then back to promising... It's a complete joke
