Improved league consolidation

When we recently introduced 3 new playable countries to the game, a very large number of clubs wanted to take up the challenge in one of these countries and transferred out of their old leagues. Of course, the result was that many leagues in the lower divisions of the old countries were suddenly missing quite a few clubs.

Therefore, last week we introduced a new step in the season update routine, which merges the leagues that have gaps in them, so that you will be a lot less likely to wind up in a league with only a few other clubs to play against. This is especially helpful to clubs that are just starting out, since more clubs in your league means more home games and higher earnings from ticket sales.

The league consolidation routine will fill the gaps either by advancing clubs from the division below, or by moving clubs sideways within the same division. The process ensures that from now on there will at most be 1 league in each country that has fewer than 16 clubs.
