Scout/Trainer question

This is probably going to be a silly question but does having a trainer who's speciality is a scout have an affect on training?

Even if his attributes are what you want in your trainer?

Can't remember where I read it but I think using a Scout as a Trainer doesn't really work. I think they operate at 50% of their training skill.
