Talent chart ?

Just started up again and was wondering if there is any talent chart ?
The new training numbers are all new to me, and I remember there was a chart last time I played which told you how good a new player was from there average training.
Guess what I want to know is what gives a player a talent sign and are there different levels of talent like there once was??

And the talent marks are still given out as before, there's something in the manual about it
