If you choose to make a scout a trainer or vice versa, then you should be able to pay a fee to send the staff member on a training course. On completion of that course(period of time), you should no longer incur any associated penalties with having a converted member of staff.

Yes, I like the idea of retraining, both for staff and players (their positions). Sadly it doesn't seem to be on VM's list of things to even think about.
