I think the obvious problem is what would stop cheating? E.g. one player using a player swap system to transfer players between clubs.

No different to paying over the odds for a player though - they’d get caught, both banned, and the player would go on auction.
Swapping is not paying mind you

They always will. If this idea is to be rejected, it shouldn't be because some will exploit it. It's up to you guys to catch them out when they do it. I've seen other ideas rejected over the years for similar reasoning, which I've always thought is a poor excuse to rubbish an idea.
As it happens, the idea is terrible anyway but still, my point stands.
