Why am i not allowed to join the League Setup in Scotland?

What error does it give you? I'm not sure but maybe since youth squads were introduced to the game you need at least 11 players in your youth squad as well as senior to join?

When i click join a league i then click Scotland as that's where I'm from but it doesn't have the blue button to join the league but when i looked at England the blue button was there?
