I've just looked at one international squad and the full team have no MR, the U23s have no ML and the U17s have five FL and no other forwards.
Considering international matches would probably be largely down to tactics (and luck) it would probably be better if the manager could select the squad themselves!

Yes, that would make sense. More than that, there could be a training boost system implemented for players that have been playing for the national team (e.g. double of the training amount for that week or similar) would definitely increase the motivation of the managers to train players.
And imagine how this forum would look like during the world cup competition with managers from the same country talking about the chances their national team has to qualify from group stage, winning the final, etc.
