Why not?

If we get in top 4 wenger we be able to spend 70mil+ on whoever he wants.

He's been allowed to spend before, but hasn't, how much will he get if they don't get into the top 4, 100m.
There at the position where they need to spend big regardless of where they finish, or their gonna fall further behind.
