I could be wrong but I thought you could have more than one per day if there was enough slots available. There are cup fixtures as well as league fixtures so surely if a team is not playing cup competitions, either by not entering or being knocked out, there will be additional slots available for friendlies.
You're allowed 1 a day, not heard of it changing.

How can you have an inter-league Cup that only contains one league is that not a league Cup, all current cups are inter-league cups anyway.

You could have a choice to opt in our out of the cup as well.
